Mr. Justice F.B. William Kelly

The Honourable Mr. Justice F.B. William Kelly was granted a Bachelor of Arts degree from St. Dunstans University, University of Prince Edward Island in 1960 and a Bachelor of Laws degree from Dalhousie Law School in 1967. He was admitted to the Bar of Nova Scotia in 1968 and served on the Nova Scotia Bar Society Council for several terms. In 1983 he was appointed a Queen's Counsel. He was appointed to the Nova Scotia Family Court in 1984, and in 1985 to the Nova Scotia Supreme Court. In 1986, Mr. Justice Kelly served as Chairman of the Nova Scotia Electoral Boundaries Commission.

Dr. Ronald G. Landes

Since 1972, Dr. Ronald G. Landes has taught at Saint Mary's University in Halifax, specializing in Canadian and comparative politics, with a particular interest in electoral systems. He received a Master of Arts degree and a Doctor of Philosophy degree in political science from York University in Toronto in 1969 and 1973 respectively. Dr. Landes has extensive experience in the area of electoral systems and electoral reform. Following the 1991 census, he served as a member of the Federal Electoral Boundaries Commission for Nova Scotia. In 1991-1992, he served as Chairperson of the Nova Scotia Provincial Electoral Boundaries Commission.

Mr. James Bickerton

Mr. James Bickerton is Chair of the Department of Political Science at St.
Francis Xavier University in Antigonish. He was granted a Doctor of Philosophy
degree by Carleton University in 1987, and has published numerous books and
articles on Canadian and Nova Scotia politics. He currently serves on the
Editorial Advisory Board of the Canadian Journal of Political Science.
Previously he has been President of the Atlantic Provinces Political Studies
Association and a member of the Board of Directors of the Canadian Political
Science Association.
