Introduction

ANNUAL FISCAL RETURNS

This database contains all the information produced by the registered political parties on their financial operations.

Pursuant to subsection 424(1) of the Canada Elections Act, the chief agent of a registered party is required to provide the Chief Electoral Officer with a return on the party's financial transactions, other than those related to a general election, within six months after the end of the fiscal year. The Political Party Financial Transactions Return must be accompanied by an auditor's report on the return and a declaration by the chief agent concerning the financial transactions.

Political Party Financial Transactions Return

The Political Party Financial Transactions Return must include:

  • a statement of contributions received by the registered party and the number of contributors;
  • the name and address of each contributor who made contributions of a total of more than $200 to the party, that total amount as well as the amount of each such contribution and the date on which it was received by the party;
  • the name and address of each contributor who made contributions to the party that includes a directed contribution to a leadership contestant, the amount of the contribution, the amount of the directed contribution and the date of the receipt of the contribution;
  • a statement of assets and liabilities and any surplus or deficit in accordance with generally accepted accounting principles, including disputed and unpaid claims;
  • a statement of revenues and expenses in accordance with generally accepted accounting principles;
  • a statement, by electoral district, of goods or services provided or funds transferred to a candidate or the electoral district association;
  • a statement of each amount transferred to a leadership contestant out of a directed contribution;
  • a statement of goods or services provided or funds transferred to the party from any of its registered associations, a candidate, a leadership contestant or a nomination contestant;
  • a statement of election expenses incurred and non-monetary contributions used by the party for each by-election during the fiscal period;
  • a statement of loans or security including any conditions on them;
  • a statement of contributions received by the party, but returned in whole or in part to the contributors or otherwise dealt with in accordance with the Act.

QUARTERLY RETURNS

Pursuant to subsection 424.1(1) of the Canada Elections Act, the chief agent of a registered party that is entitled to a quarterly allowance shall, for each quarter of the fiscal period of the party, provide the Chief Electoral Officer with a quarterly return on the party's contributions and transfers, within 30 days after the end of the period to which it relates.

The contributions and transfers for the entire year will be reported in the Political Party Financial Transactions Return, submitted six months following the end of the fiscal year. This fiscal return must be accompanied by an auditor's report on the return and a declaration by the chief agent concerning the report.

Registered Party Financial Transactions Quarterly Return

The Registered Party Financial Transactions Quarterly Return must include:

  • the total contributions received by the registered party and the number of contributors;
  • the name and address of each contributor who made contributions of a total amount of more than $200 to the registered party, that total amount, as well as the amount of each such contribution and the date on which it was received by the party;
  • the name and address of each contributor who has made a contribution to the party that includes a directed contribution, the amount of the contribution, the amount of the directed contribution and the date of the receipt of the contribution;
  • a statement of the commercial value of goods or services provided and of funds transferred to the registered party from any of its registered associations, a candidate, a leadership contestant or a nomination contestant;
  • a statement of contributions received by the registered party but returned in whole or in part to the contributors or otherwise dealt with in accordance with the Act.

ELECTION EXPENSES RETURNS

Pursuant to subsection 429(1) of the Canada Elections Act, the chief agent of a registered party is required to provide the Chief Electoral Officer with a return on the party's financial transactions related to a general election, within six months after the polling day for the general election. The Registered Party Return in Respect of General Election Expenses must be accompanied by an auditor's report on the return and a declaration by the chief agent concerning the financial transactions.

Registered Party Return in Respect of General Election Expenses

The Registered Party Return in Respect of General Election Expenses must include:

  • a statement of general election expenses incurred and non-monetary contributions used by the party for a general election.

The information in this database is presented as submitted by the parties or as reviewed by Elections Canada which may include updates to the original return by the agent and minor corrections made by Elections Canada. It has been organized in such a way as to permit various searches of the data.

Registered Party Financial Transactions Return

Introduction

The chief agent of a registered political party must submit the Registered Party Financial Transactions Return (EC 20239) to the Chief Electoral Officer within six months of the end of the fiscal period. This introduction to the form provides a brief description of the contents of the four parts of the form.

The parts of the EC 20239 form

Part 1. Declaration

Includes information on the party and the chief agent. It contains the sworn statement of the chief agent about the completeness and accuracy of the return.

Part 2. Cash inflows
Part 2a. Statement of contributions received - details of contributions from individuals

Lists all contributions received from individuals including the date received, the name, address and amount of all monetary and non-monetary contributions over $200, the total amount per contributor, the amount and number of all monetary and non-monetary contributions of $200 or less, and the amount and approximate number of anonymous monetary and non-monetary contributions of $25 or less.

Part 2b. Statement of directed contributions received and transferred to a leadership contestant

Lists directed contributions received by the registered party for a leadership contestant and then transferred to the leadership contestant, including the date the contribution is received by the party, the full name and address of the contributor, the total amount of the contribution, the directed amount, the amount transferred to the leadership contestant and the date of the transfer.

Part 2c. Statement of contributions received - Details of operating loans

Lists the date the loan was received, the name and address of the lender, the name of the loan's guarantor, the contributor class of the lender, and the principal for each loan taken by the party.

Part 2d. Statement of contributions received - Contributions returned to donors or otherwise dealt with in accordance with the Act

Lists the date the contribution was received, the name and address of the contributor, the class of contributor, the amount or commercial value of any contribution that was returned to the donor or remitted to the Chief Electoral Officer, and the date that the contribution was returned or remitted.

Part 2e. Statement of transfers received

Lists the date the transfer was received, the name of the transferor, and the monetary or non-monetary amount transferred from the registered association, a candidate, a leadership contestant, or a nomination contestant.

Part 2f. Summary of contributions and transfers

Summarizes the information reported in parts 2a and 2e, including the total amount and number of monetary contributions and non-monetary contributions, and the total amount of the transfers received.

Part 3. Cash outflows
Part 3a. Statement of election expenses for a by-election

For each electoral district, lists all election expenses by date, the amount paid, the non-monetary contribution received or the unpaid claim, a classification of the expense by kind, and its commercial value.

Part 3b. Statement of transfers to a candidate, an electoral district association, a leadership contestant or a nomination contestant

Provides details on monetary or non-monetary transfers made from the registered party to a candidate, or an electoral district association and the details of the goods or services provided to leadership contestants, or nomination contestants.

Part 3c. Statement of unpaid claims

This part provides details on all unpaid claims, including the name and address of the supplier, the class of contributor to which the supplier belongs, and the agreed or disputed amount of the claim.

Sets out the requirements for documents to be included with the return: the statement of assets and liabilities and surplus or deficit, the statement of revenues and expenses, and the auditor's report.

Registered Party Financial Transactions Quarterly Return

Introduction

As the chief agent of a registered political party that is entitled to a quarterly allowance must submit the Registered Party Financial Transactions Quarterly Return (EC 20211) to the Chief Electoral Officer within 30 days of the end of the fiscal quarter. The chief agent submits this information only for the quarter to which it pertains, since the return is not cumulative. This introduction to the form gives a brief description of the contents of the two parts of the form.

Includes information on the party and the chief agent. It contains the declaration of the chief agent about the return's completeness and accuracy.

Part 2. Cash inflows
Part 2a. Statement of contributions received - details of contributions from individuals

Lists all contributions received from individuals, including the date received, the name, address and amount of all aggregated monetary and non-monetary contributions over $200, the amount and number of all monetary and non-monetary contributions of $200 or less, and the amount and approximate number of anonymous monetary and non-monetary contributions of $25 or less.

Part 2b. Statement of directed contributions received for transfer to a leadership contestant

Lists directed contributions received by the registered party for a leadership contestant and then transferred to the leadership contestant, including the date the contribution is received by the party, the full names and address of the contributor, the total amount of the contribution, the directed amount, the amount transferred to the leadership contestant and the date of the transfer.

Part 2c. Statement of contributions received - Contributions returned to donors or otherwise dealt with in accordance with the Act

By class of contributor, lists the date received, the name and address of the contributor, if known, the amount or commercial value of any contribution that was returned to the donor or remitted to the Chief Electoral Officer, and the date that the contribution was returned or remitted.

Part 2d. Statement of transfers received

Lists the date received, the name of the transferor, and the monetary or non-monetary amount, as required, transferred from the registered association, a candidate, a leadership contestant or a nomination contestant.

Part 2e. Summary of contributions and transfers

Summarizes the information reported in parts 2a, 2b, and 2d, including the total amount and number of monetary contributions and non-monetary contributions, and the total amount of transfers received.

This introduction to the form is a brief description of the contents of the three parts of the form.

Part 1. Declaration

Includes information on the party and the chief agent. It contains the declaration of the chief agent about the return's completeness and accuracy.

Part 2. Statement of general election expenses

Provide the general election expenses of the party for each expenditure classification listed including the total amount paid, the total non-monetary contribution received or the total unpaid claim.

Part 3. Statement of unpaid claims

This section of the form provides details of all expenditures listed as unpaid in part 2, including the name and address of the supplier, the class of contributor to which the supplier belongs, and the agreed or disputed amount of the claim.
