ELECTIONS CANADA MAILS NOTICES OF CONFIRMATION OF REGISTRATION FOR THE FEDERAL BY-ELECTIONS IN HULL–AYLMER, MOUNT ROYAL, SASKATOON–ROSETOWN– BIGGAR AND YORK WEST

(OTTAWA, October 20, 1999) – Elections Canada's notices of Confirmation of Registration are coming to mailboxes this week, informing registered electors where and when to vote in the November 15, 1999 federal by-elections in Hull–Aylmer, Mount Royal, Saskatoon–Rosetown–Biggar and York West.

There will be no enumeration for these by-elections; instead, Elections Canada will use the National Register of Electors. The National Register of Electors is a database of electors that includes the name, address, sex and date of birth of Canadian citizens 18 years or older who have registered. The Register is updated regularly with data obtained from Revenue Canada, Citizenship and Immigration Canada, provincial and territorial registrars of motor vehicles and vital statistics, and provincial electoral agencies with permanent lists of electors. The data in the National Register of Electors was used to produce the preliminary lists of electors for the by-elections.

To have the right to vote during a by-election, an individual must have a place of ordinary residence in the electoral district from the first day of the revision period until election day. For the by-elections of November 15, 1999, an elector must have his or her ordinary residence in the electoral district of Hull–Aylmer, Mount Royal, Saskatoon–Rosetown–Biggar or York West, from Wednesday, October 13, 1999, through to November 15, 1999.

"When you get a notice of Confirmation of Registration, and your name and address are printed correctly on it, you don't have to do anything except keep it in a safe place – you are on the list of electors and can vote at the federal by-election in your riding," said Jean-Pierre Kingsley, Chief Electoral Officer of Canada. "The notice tells you when and where you can vote, and how you can reach the office of the returning officer."

Electors who do not receive a notice of Confirmation of Registration by Tuesday, October 26, should obtain a registration form by calling or visiting the office of their returning officer. By completing this form, they will ensure that their name is on the list of electors. All electors must be registered on the list before they can vote.

The notice of Confirmation of Registration includes information for electors who require level access to their polling station or who need an interpreter. Electors who are physically unable to go to their polling station can apply to register and vote by special ballot.

The period for revising the list of electors ends at 6:00 p.m. (local time) on Tuesday, November 9, 1999. Election day in Hull–Aylmer, Mount Royal, Saskatoon–Rosetown–Biggar and York West is Monday, November 15, 1999. Advance polls will be held on Friday, November 5, Saturday, November 6 and Monday, November 8, 1999. Canadians who are travelling and those temporarily residing outside Canada, as well as those unable to vote at an advance poll or on election day, can vote by special ballot.
