Deputy Returning Officer and Poll Clerk Guidebook – Advance Poll

Close your station every night

  • Step 1
    • Deputy Returning Officer
      • Finish serving electors at 8 p.m. Electors who arrive before are allowed to vote
  • Step 2
    • Deputy Returning Officer
      • On Record of Votes Cast at the Advance Polling Station EC 50080 draw double line after last entry.
        Date and sign all pages. Give them to Poll Clerk to sign
  • Step 3
    • Deputy Returning Officer
      • Count ballots inside Spoiled (Advance) Ballots Envelope EC 50431 without unfolding them.
        Write number of spoiled ballots on envelope or 'NIL' if there are none.
        Tick day on the envelope
    • Poll Clerk
      • On Record of Votes Cast at the Advance Polling Station EC 50080, count number of
        • electors marked as Voted
        • electors who voted with a Registration Certificate
        Write totals in Advance Poll Book p. 9.
        Separate white and yellow copies of Record of Votes Cast
  • Step 4
    • Deputy Returning Officer
      • Count all unused ballots without removing them from booklets.
        Write number of unused ballots and number of electors marked as Voted on Record of Votes Cast (Yellow Copies) and Unused Ballots Envelope EC 50421.
        Tick day on the envelope
        Note: remember to count any ballots that didn't pass inspection and whose corners you folded
    • Poll Clerk
      • Count all filled out Oath of Residence Certificates.
        Write total on Oath of Residence Certificates Envelope EC 50422
  • Step 5
    • Deputy Returning Officer
      • Unseal top of Advance Poll Ballot Box EC 50251 in view of everyone at your table.
        Count number of ballots inside without unfolding them. Check under flaps.
        Make sure number of ballots matches number of electors marked as Voted. If not, tell your CPS.
        Write total and advance polling station number on 1 Daily Ballots Cast at the Advance Poll Envelope EC 50400
        Tick day on the envelope and put ballots in it.

    • Deputy Returning Officer
      • Balance your ballots
  • Step 7
    • Deputy Returning Officer
      • Seal these envelopes with an Official Seal, sign it and get Poll Clerk to sign it
        • EC 50400 Daily Ballots Cast at the Advance Poll
        • EC 50431 Spoiled (Advance) Ballots Envelope
  • Step 8
    • Deputy Returning Officer
      • Assemble 1 Advance Poll Secure Box EC 50252
  • Step 9
    • Deputy Returning Officer
      • Put aside 2 Long Ballot Box Seals EC 50200 and 2 Short Advance Poll Ballot Box Seals EC 50195 to seal Secure Box and Ballot Box later.
        Copy long seal numbers onto Seal Control Sheet EC 50205
        Note: RO may ask you to bring the ballot boxes to the office for safekeeping after the last day of advance polls
