Deputy Returning Officer and Poll Clerk Guidebook – Ordinary Poll

Set up to count ballots

If there are no candidates or representatives, ask 2 electors or election officers to witness the count, if possible.

  • Step 1
    • Deputy Returning Officer
      • At the end of voting hours written at the front of this guidebook, finish serving electors. Electors who arrive before are allowed to vote
  • Step 2
    • Deputy Returning Officer
      • Balance your ballots
    • Poll Clerk
      • Count all Registration Certificates EC 50050.
        Make sure total matches the number of entries in Poll Book p. 1227.
        Write total on Registration and/or Correction Certificates Envelope EC 50390
        Note: don't include cancelled certificates or Correction Certificates EC 50051
  • Step 3
    • Poll Clerk
      • Add up electors marked as Voted on List of Electors and write total in box 1 Poll Book p. 33.
        Count all electors on the list who took oath 4 in Poll Book p. 49 and write total in box 2 Poll Book p. 33.
        Count all electors not on the list marked as Voted in Poll Book p. 1227 and write total in box 3 Poll Book p. 33.
        Add up numbers in boxes 1, 2 and 3, and write total in box 4
  • Step 4
    • Deputy Returning Officer
      • On the last page of List of Electors
        • copy number of electors who voted from box 4 on p. 33 of Poll Book into the first box
        • copy number of electors who registered from Registration and/or Correction Certificate Envelope EC 50390 into the second box
        Sign and date the list
  • Step 5
    • Deputy Returning Officer
      • Organize supplies to count ballots
    • Poll Clerk
      • Organize supplies to count ballots
  • Step 6
    • Deputy Returning Officer
      • Count all ballots inside Spoiled Ballots Envelope EC 50430 without unfolding them.
        Write total on envelope or 'NIL' if there are none
  • Step 7
    • Deputy Returning Officer
      • Count all unused ballots
        Note: remember to count any ballots that didn't pass inspection and whose corners you folded
        Put them and stubs of used booklets in Unused Ballots Envelope EC 50420.
        Write total on envelope
  • Step 8
    • Poll Clerk
      • Copy numbers onto Statement of the Vote EC 50100 from
        • box 4 on p. 33 of Poll Book EC 50060 into box 1
        • Spoiled Ballots Envelope EC 50430 into box 6
        • Unused Ballots Envelope EC 50420 into box 7
  • Step 9
    • Poll Clerk
      • Write the following on all forms and envelopes
        • date YYYY / MM / DD
        • electoral district name
        • polling station number
  • Step 10
    • Deputy Returning Officer
      • Review Samples of Marked Ballots EC 50130
    • Poll Clerk
      • Copy names of each candidate in the order that they appear on the Statement of the Vote onto your Tally Sheet EC 50090
        Note: give Tally Sheet EC 50090 to any candidate or representative who asks for one

      • Follow steps to count ballots
