Working Paper Series on Electoral Participation and Outreach Practices

Elections Canada commissioned four concept papers in 2006 to refine its outreach strategy and initiatives.

These papers analyze recent voter participation literature on the four target groups. As well, they review "best practices" in elector outreach in various jurisdictions – in Canada and abroad – and applicable lessons learned. Lastly, they identify areas for further research and make recommendations to improve outreach to the four groups.
