THE TWO DECEMBER 9, 2002 BY-ELECTIONS

Foreword

This report deals with the two federal by-elections held December 9, 2002, in the electoral districts of Berthier–Montcalm and Lac-Saint-Jean–Saguenay in Quebec.

I am pleased to publish the report to satisfy the requirements of the Canada Elections Act, S.C. 2000, c. 9, and to ensure that Canadians have accurate and complete information on the by-elections. It is through such public reports that Parliament and Elections Canada make the Canadian electoral system more open and transparent.

This report presents the results of the vote, by polling division, for each of the two December by-elections, in accordance with paragraph 533(a) of the Act. Subsection 534(2) of the Act also requires me to report on the administration of my Office since the last such report, as well as on certain actions taken by my Office in relation to the by-elections. A report will be published in March 2003 covering all nine by-elections that took place in 2002.

Information on contributions and election expenses declared by the candidates in the December 9, 2002, by-elections will be available in May 2003 on the Elections Canada Web site (www.elections.ca).
