The Compendium of Election Administration in Canada is a
comprehensive summary of the election legislation in effect at the
federal level and in each of Canada's provinces and territories.
The Compendium offers summaries and comparative tables of the legislation
on the establishment and revision of electoral boundaries, the administration
of elections, the registration of electors, the voting process,
the nomination of candidates and registration of political parties,
election financing, the enforcement of the Act and amendments, and
referendums and plebiscites.
It also includes a summary of recent case law relating to election
issues, and a component presenting various statistics on elections
and referendums.
The Compendium is produced annually for the Conference of Canadian
Election Officials. The current edition, which was presented in
draft form in July 2001 at the most recent Conference, reflects
the status of legislation in effect as of September 2001.
The Compendium is the work of a number of people. The project was
developed and headed by Alain Pelletier, Assistant Director of Policy
and Research at Elections Canada, working closely with Tim Mowrey
on the production of the 2000 and 2001 editions. Since 1999, other
people have also contributed to the project, including Marie-Ève
Poulin, Nathalie Nye, Marc Taschereau, Christine Moreau-Tremblay,
Jaime Aliaga Gallo and Jean-Sébastien Bargiel.
The Compendium owes its content to the invaluable contribution
of all the Canadian election administrations, provincial and territorial,
who graciously provided the necessary documentation and updates,
along with valuable comments.
The Communication Branch at Elections Canada also provided significant
support for the production, translation and publication of the Compendium
and the Comparative Overview.
