The Honourable
Mr. Justice D.H. Lissaman

The Honourable Mr. Justice D.H. Lissaman was called to the Ontario Bar and admitted to the Law Society of Upper Canada in 1959. In 1968, he was appointed Queen's Counsel. From 1959 to 1985, he practised as a litigation lawyer in Toronto and, in 1985, was appointed District Court Judge for the Judicial District of York, Toronto. In 1990, Mr. Justice Lissaman was appointed Justice of the Superior Court of Justice for Ontario. He is presently a member of the Case Management Committee for the Toronto area, the Commercial List Panel, the Estates List Panel and is Team Leader (Team 4) of the Civil List, Toronto. In 1963, Mr. Justice Lissaman served as returning officer for the federal riding of St. Paul's in Toronto.

Dr. Janet Hiebert

Dr. Janet Hiebert is an associate professor in the department of Political Studies at Queen's University, where she teaches courses on Canadian federalism, the Canadian Constitution and the politics of rights. Dr. Hiebert was granted a Bachelor of Arts degree with Honours by the University of British Columbia in 1985 and Master of Arts and Doctor of Philosophy degrees by the University of Toronto in 1986 and 1991 respectively. She is the author of numerous papers and book chapters on the politics of rights and on campaign finance.

Dr. Andrew Sancton

Dr. Andrew Sancton is Professor and Chair of the Department of Political Science at the University of Western Ontario. Dr. Sancton was granted a degree by Bishop's University in 1968, and Bachelor of Philosophy and Doctor of Philosophy degrees in 1970 and 1978 respectively by Oxford University, which he attended as a Rhodes Scholar. He has spent most of his academic career at the University of Western Ontario where, from 1986 to 1999, he was Director of the Local Government Program of the Department of Political Science. From 1998 to 2000, he was President of the Canadian Association of Programs in Public Administration and a board member of the Institute of Public Administration of Canada. Dr. Sancton served on the Electoral Boundaries Commission for Ontario from 1982-1986 and from 1993-1995 and has authored publications on electoral redistribution.
