MethodologyReport on the Survey of Outreach Stakeholders for the 44th General Election

The Survey of Outreach Stakeholders was a web-based, census-style survey of representatives from each of the organizations in Inspire Democracy's stakeholder network. This network includes stakeholders that have a contractual relationship with the program, non-contractual stakeholders, prospective stakeholders, contact-only non-stakeholders and individuals who have an ongoing relationship with EC.

An anonymous bilingual questionnaire (see Appendix) was developed using the Voxco platform, an online survey tool. To distribute the survey, a link to the questionnaire was emailed to participants, followed by two reminders. The link was sent to all of Inspire Democracy's primary contacts, each of whom represented one stakeholder organization or specific individuals. Fielding for the survey was open from December 9, 2021, to January 14, 2022. Of 540 contacts targeted, 29 were organizations that had a contract with EC, 178 were stakeholders without a contract with EC, 300 were prospective stakeholders and contact-only non-stakeholders and 33 were individuals.

In total, 52 organizations completed the survey, an overall response rate of 10%. Of those 52, 17 were organizations that had a contract with EC (a response rate of 61% for that group), 20 were non-contractual stakeholders (a response rate of 11%), 11 were prospective stakeholders and contact-only non-stakeholders (a response rate of 8%), and 4 were individuals (with a response rate of 12%). Average completion time was 9 minutes.

All surveys were completed voluntarily and anonymously, though some stakeholders were required by the terms of their contract to participate in EC's evaluation activities upon request. While not all contractors did so, this may account for the much higher response rate among organizations in that category.
