This diagram shows the Office of the Chief Electoral Officer's Departmental Results Framework.
The highest level identifies the agency's core responsibility, Electoral Administration and Oversight.
The next level identifies the two departmental results, each of which has four key indicators.
The first departmental result is: Canadians can exercise their democratic right to vote. The indicators of this result are:
- Percentage of electors included in the National Register of Electors
- Percentage of polling places that meet Elections Canada's key accessibility criteria
- Percentage of electors who are aware of the main voting methods
- Percentage of electors' residences that are within a given road distance of their assigned polling place
The second departmental result is: A fair and transparent electoral process free of undue influence. The indicators of this result are:
- Percentage of Canadians who have a positive perception of the administration of elections
- Percentage of excess contributions that are returned to contributors or remitted to the Chief Electoral Officer
- Percentage of candidates' campaign returns that Elections Canada posts online within 10 business days of filing
- Election officers' level of compliance with procedures at the polls
The lowest level shows the alignment of Office of the Chief Electoral Officer's programs with departmental results:
- The Voting Services Delivery and Field Management program supports both departmental results.
- The National Register of Electors and Electoral Geography program supports both departmental results.
- The Electoral Information and Awareness program supports both departmental results.
- The Electoral Integrity and Regulatory Compliance program supports both departmental results.
A separate group called Internal Services supports the two departmental results and the four programs.
In September 2019, changes were made to the Departmental Results Framework to reflect the administrative reintegration of the Office of the Commissioner of Canada Elections. This new framework was reflected in the 2020–21 Departmental Plan.Footnote xxvii

Federal tax expenditures
The tax system can be used to achieve public policy objectives through the application of special measures such as low tax rates, exemptions, deductions, deferrals and credits. The Department of Finance Canada publishes cost estimates and projections for these measures each year in the Report on Federal Tax Expenditures.Footnote xxxv This report also provides detailed background information on tax expenditures, including descriptions, objectives, historical information and references to related federal spending programs. The tax measures presented in this report are the responsibility of the Minister of Finance.
