Institutional GBA Plus Capacity
Governance
In 2022-23, Elections Canada will continue to work on formalizing its GBA+ governance by:
- building a framework based on a responsibility center,
- preparing for an organizational needs-assessment, and
- drafting a policy statement on GBA+.
This will allow different sectors of the agency to benefit from strengthened internal capacity and ensure data are collected to support GBA+ consistently across the organization.
Reporting
In addition to this strategic work, Elections Canada will work on assessing the availability of data and reporting capacity from a GBA+ perspective for all of its programs, so as to supplement the agency's existing public opinion research (POR) data collection activities and holdings. This work will be enabled by the agency's new Data Management Center of Expertise, created in 2021-22.
Capacity
In 2021-22, a full-time position dedicated to GBA+ was created within the Public Affairs and Civic Education branch. This will ensure that regular progress is made toward building GBA+ capacity within the agency.

The Public Education and Information Program collects sufficient data to enable it to monitor and report program impacts by gender and diversity. The program's impact is primarily evaluated using public opinion research (POR) data from:
In 2022-23, Elections Canada will plan and procure the next NES for the 45th general election, to be held no later than October 2025. Elections Canada will further analyze and report on the POR data collected following the general elections in 2019 and 2021 in order to identify and better understand any gaps in awareness and knowledge of the electoral process from a GBA+ perspective and inform future initiatives. |
