Reporting on Green Procurement

This supplementary information table supports reporting on green procurement activities in accordance with the Policy on Green Procurement.

1. Context

Although the Office of the Chief Electoral Officer is not bound by the Federal Sustainable Development Act and is not required to develop a full Departmental Sustainable Development Strategy (DSDS), the Office of the Chief Electoral Officer adheres to the principles of the Federal Sustainable Development Strategy (FSDS) by complying with the Policy on Green Procurement.

The Policy on Green Procurement supports the Government of Canada's effort to promote environmental stewardship. In keeping with the objectives of the policy, the Office of the Chief Electoral Officer supports sustainable development by integrating environmental performance considerations into the procurement decision-making process through the actions described in the 2019 to 2022 FSDS "Greening Government" goal.

Reduce greenhouse gas emissions from federal government buildings and fleets by 40% below 2005 levels by 2030, with an aspiration to achieve it by 2025. Support the transition to a low-carbon economy through green procurement. Reduce waste generated and minimize the environmental impacts of assets throughout their life cycle. Elections Canada's suppliers are encouraged to:
  1. use paper containing fibre certified as originating from a sustainably managed forest and/or containing a minimum of 30% recycled content;
  2. use an environmentally preferable format, including black and white printing, double-sided/duplex printing and simply stapling when possible instead of binding; and
  3. use online forms where possible.
Procurement and Contracting Services (PCS) continues to encourage suppliers to adopt practices that are in line with the Policy on Green Procurement in all request for proposals. Most comply with using recycled paper, black and white, double sided printing, environmentally preferable formats, or are submitting electronically. Encouraging suppliers to submit their proposals in a sustainable manner is expected to motivate suppliers to reduce greenhouse gas emissions associated with the procurement process.
Elections Canada is implementing paperless procurement procedures including electronic files with e-signatures and electronic bid receiving. Procurement and Contracting Services (PCS) now receive signed contracts electronically and Elections Canada has implemented ePost Connect, a secure, accessible, electronic vehicle for bid reception.Elections Canada's procurement process is now able to be completed in a completely paperless fashion. Adopting processes to reduce the use of paper directly reduces greenhouse gas emissions in the harvesting of lumber, production of paper and its transportation
At least half (50%) of all specialists in procurement complete the Canada School of Public Service Green Procurement course or equivalent. As of reporting, 63% of procurement specialists had completed the course. Green procurement incorporates environmental criteria into purchasing decisions. Procurement agents who are trained to apply such criteria can award contracts to suppliers with a reduced greenhouse gas emissions footprint. This is expected to motivate suppliers to reduce GHG emissions associated with their goods, services and supply chains.
Percentage of resources* equipped with laptops by March 31, 2019. 100% of resources requiring laptops / tablets have been equipped with one. Equipping resources with laptops/tablets reduces greenhouse gas emissions through, for example, enabling further teleworking arrangements and therefore permits a more sustainable real estate footprint.

*"Resources" are defined as indeterminate, term and student employees, contractors, and any person that Elections Canada hired directly.

3. Report on integrating sustainable development

The Office of the Chief Electoral Officer will continue to ensure that its decision-making process includes consideration of FSDS goals and targets.
